Best way is to find the most efficient way to appeal to the largest demographic as possible while having a good art style (obviously that part is crucial). If you happen to be good at scripting and 3D shit, going 3D with sliders is a good way to appeal to everything at once but people will be more apprehensive towards it and it won't look good unless you put a ton of effort into it, but it's also a lot easier to animate. I think if I were in your shoes I'd go for a western 2D artstyle that is still inspired by anime while not going all the way (think UAB) and animate everything with any tween software you're comfortable with. Make your girls very modular, meaning apply color in engine for custom skin/hair color, separate hair from the rest of the body, and if you can it might be wise to do the tiddies separate too to allow for different sizes.

Then just get the bare minimum amount of animations done (vaginal, oral, titfuck, etc) on a modular girl and worry about the game afterwards. The primary reason people will play it is for the tiddies and if you get bored and lazy halfway through development you want the majority of the effort to have gone to the important part: the tiddies.

It doesn't really matter what kind of game you make but I would recommend a simple management/strategy game over action since most of your players will be using their off hand and their blood won't exactly be concentrated in the thinking head. Come up with some dumb scenario for there to be a bunch of attractive girls that often have sex with the protagonist like a slave dungeon, farm, or sex ed class (Why have I not played a game that uses the last one and works as a dating simulator where you strategically give girls arbitrary grades to mess with their emotions so they sleep with you? Surely this must exist).

There's also the random shit that most devs forget about like sound effects and music, they aren't very important but easy to do yourself if you aren't looking for anything fancy.

I know all this because I'm working on this shit myself, and no I am not willing to share progress at the moment. Don't be like me and spend 3 weeks on music before starting the animations.
