Mouse aim is not conducive to fast-paced gameplay in a platformer/side-scroller. The closest you'll get is a twin-stick shooter. I suggest Super Smash TV.

Why has nobody mentioned Dustforce yet?
It doesn't have shooting sure but it's essentially N+ for clean freak autists minus any projectiles. It's also responsive as fuck, with minimalist graphics and the game has 0 bullshit with story or gameplay.

It's very low quality and it's got kind of a grindy aspect to it.
Music's A+ though
My recommendation to you is Combat Heaven, although one version is a platformer and the other is heavy on combat with more weapons and armor types but little arena variation.
