In The Revolt Against Civilization (1922), Stoddard put forward the theory that civilization places a growing burden on individuals, which leads to a growing underclass of individuals who cannot keep up and a 'ground-swell of revolt'.
That's taken right from the kikepedia page. That book first. It's not only that it's an increasing burden on certain people, that increasing burden also makes these people less and less likely to have kids and therefore skews the number of more excellent people within a race lower. Eventually this smaller number of people are less and less capable of keeping things running until they no longer can and then there goes your civilization, especially since "the under-man" will be attempting to undermine it the whole time.
One of the mitigating factors of this is that there is such a large number of people alive today that perhaps the smaller percentage is still enough people to keep things going, but there is no way to know how long that can hold.

One of the other interesting things is that in the War to End All Wars, they used the new IQ measurements to determine who to send to war in America. They actually had a cutoff for too stupid to be canon fodder and that was within the white race, which means that section of people were not thinned at all by the war.
