Green movement was an inside job by the Islamic Republic of Iran to buy time and avoid military action against Iran, creating the perception that there might be "change" in Iran. I am not hard on the Shah, I like and respect the positive things that he did, but his father was far better and his father already predicted that his son wouldn't be able to hold the monarchy and country together, because of his softness, which turned out to be an accurate prediction. The Shah should have used lethal force prior and during the revolution on the Islamists, but didn't do so. He was also too dependent on the west.
