What the hell does that mean? The people and the state are a separate entity (masses and the state that rules over), so it can be claimed that the people are "alongside" the state. It can also be claimed that the people live inside the borders of the state. It just seems like fortune cookie nonsense to me trying to sound nuanced and intelligent.
