I think the best way is if the Admin spectates, not plays.

Basically they grief and then try to assume blame on other people by laying C4 for other people. You can essentially tell if it's them by how they just assume it's not an open issue and blame a single individual. There's not much advice I can offer for this sort of stuff since we aren't capable of having a ban that can actually keep them away for more than 5 minutes.

The junction box is just for power, so only power_in needs to be connected to the junction box.
The velocity ones probably go to the ballasts or unwired, but I wouldn't know.

Velocity_in is for crazy programming related automation stuff. velocity_x_out goes to the engines velcity_x_in slot, velocity_y_out goes to the pumps set_targetlevel slot
