Best answer to this is that Putin has been great for Russia, but he wasn't that great for ethnic Russians. Westerners often think of Russia as if it was a nation state for ethnic Russians, but it's actually a multi-cultural and multi-ethnic shithole empire much like USA, they even have a distinction between "Russkyi" (ethnic Russian) and "Rossyanin" (citizen of Russia), needless to say Putin has been working mostly in favor of the latter, which is why he has such an overwhelming popularity in places like Chechnia and Dagestan.

If Putin would run for Presidency in the US, you would classify him as another Obama. Why? Because his domestic policies are shit or non-existent and domestic policies were the main reason why Trump got elected. He is now more than a decade in power. This wouldn't even be possible in the US. Would you be happy with him? Imagine Trump would govern in a similar pace as Putin. I don't have facts for you, I'm not a journalist or researcher, but I have a very simple analysis you may find amusing:
Putin was part of the KGB and thus he knows about the intentions of the soviets to infiltrate the west through universities (during the Cold War) and after that the subsequent putrefaction of all levels of society (present time).
But he does not want this for true Russians, he knows that it is a spiral for the destruction of the nation, that is why he gets tough with homosexual and journalists, for example.
With religion he has found an ally in his little crusade, although I sincerely doubt that he is a theist.
A couple more considerations:
- Russia is a big as fuck, with hundreds of nations to control, it is not easy and he has to maneuver to keep everybody in check, that is why he sometimes humor Jews and Muslims.
- Russia is empty as fuck, with China as neighbor. I think that China is the biggest preoccupation of Putin, not the USA, not the EU.
He would be more benevolent towards the EU if they would stop interfering in Russia with NGO's, for example.
If the USA and the UK keep closing doors with the EU I think that Europe will start to approach Putin, they already have a strong commercial dependency. In the USA Russia will always be the boogieman so relations will always be distant.
If everything goes this way (and nothing shows the contrary) Assad in Syria may still save his neck.
