Truth be told, being a high-ranking character makes more sense than being in charge for most games. Taking orders from someone, even if you shit on most other people, allows an in-world justification for the directions that you inevitably follow in anything but a strategy or freeform game.

Evil is based on perspective. But a villain who justifies his actions because what he does is not evil based on his own perspective is just being willfully ignorant of the perspective of others and how they might see his deeds as evil.

My interpretation of villains such as this is that they do not truly believe that they are not evil, but as an individual they believe it is their right to do as they see fit.
