Through domain name resolution, the IP of a website's server is given to those requesting it. DNS servers don't host the content of websites, but they can and do revoke names if a website doesn't follow their policies. Are you worried Endchan might be censored by it's domain name provider? Website owners choose domain names for any number of reasons. Common ones are: price, suitability of the name itself, and availability. It's not at all surprising that a new website would choose a domain that is under a fairly new top level domain. Most of the names on it wouldn't already be owned by someone else, and top level domain owners are more likely to give flat pricing for names, which is better than a situation where you haggle with the current renter.

On their homepage you can see multiple choices for accessing the live website. Two with regular domains: .xyz and .net https seems to work for .net even though it's not listed. and two for the darknet: .onion and .i2p

There's always a chance Endchan is in cahoots with Warren Buffet and friends, but more likely they just didn't know the names and faces behind .xyz. You buy these names online, typically through automated purchasing systems. It's not like you go to a physical storefront and talk to Daniel Negari in person. Feel free to spin it however you want, but if it alarms you, you could consider talking to the Endchan operators to see if they have a reasonable response. Or if you're like me, you could continue not giving a shit, because their Holla Forums is still pretty fucking slow anyways.
