Tomcats are really only good against shit pilots, galaxies, liberators, and when you have the drop on someone.
They take a long damn time to lock on, and you need to be very precise to keep that lock on going.
Overall, I'd say go for hellfire rocket pods. They are rapid-fire, dumb firing missiles that are excellent against infantry, can be used for dog-fighting when you get in nice and close. They are good against slow airships too, like liberators and galaxies.
As for which frame to get, I would say the hover stability. It will give you the most benefits. I really didn't notice the difference with the dog-fighting frame, when I had it.
Also, if you point the nose down and use your vertical thruster on top of your forward thruster, you'll go faster, so increasing your vertical thrust speed (from the hover frame upgrade) also increases your top speed.
If you click "unlock", and look at the bottom, you can do a trial of the weapon.
Half the strategy is picking your fights. I like to survey the area from up very high, as most enemies are looking down, not up.
This makes it much more common for you to get the drop on enemies too, as opposed to the other way around.
Also, when you're being chased, make sure to behave erratically to fuck with their aiming. Most people just run away in a straight line, making them really easy targets.
If you find a mountain or something, you can try ducking behind it, turning around, and giving them a surprise blast when they come around.
A final word, know when to retreat. No shame in running from an enemy who has the drop on you, as you can always come back fully repaired.
