Most of the visa cheats in China are white. Speaking from experience as a white, former visa cheat. It's changed recently, but it used to be that tourist visa restrictions weren't really enforced. You could just get a year long visa that permits three month stays, fly to the mainland (or from the mainland to Hong Kong), go through security, then go back through security and fly back, and you were allowed right back in. People, including myself, spent years working illegally and doing that, making quite a bit of money back when work visas were difficult to get.
Restrictions are really strictly enforced these days, though. Xi Jinping cracked down after he took office.

The Chinese government hates them and has been trying to find ways to force them out. There used to be a big African ghetto in Guangzhou I think. Most dangerous place in China. Not sure if it's still there. I heard the police went through and started deporting the lot of them.
I don't know about the mystery niggers in Shanghai, Beijing, or Hong Kong. It's a been a while since I've been back. I know the police and government hates them, but they always manage to come up with bribe money to avoid arrest and deportation. I strongly believe they're kept afloat by Shanghai's Jewish community, which is also strongly disliked by the government since it doesn't recognize Judaism as a religion.
