The goverment became a wellfare state to keep the poor population happy with gimmes, but they took the money out of PDVSA, our oil company, therefore, leaving them with a budget deficit in things like maintenance, I+D, training and other vital things to keep it as the oil monster of a coorporation it once was.
Something of note, chave rise to power happened because he pretended to ba a nationalist, a people wanted a military nationalist like our marco perez jimenez to make venezuela great again (really, check how great venezuela was from the 40s to the 60s), lots of people that votd for him in 1998 came to hate him during 2001, ending in the 2002 happening and the purge.
