Best case scenario, this was a one time "knock it off" gesture to show that Trump means business. Even if the gas attack was a false flag and Trump knows it, if the world believes it's true it could be perceived as weakness if Trump did nothing. In that case it was a tough call he had to make to set a precedent and he'll drop it and move on.
