It's not really a "press" because it doesn't have the same properties. It's not really "half a press" because that doesn't make sense.
It's better described as a "pressless A release" or something like that.

A (regular) button press consists of three parts: Pressing, holding, releasing.

Pressing it does something
Holding it does something
Releasing it has no real importance

Therefore there are two relevant parts, "half" a press only uses the holding part, this is relevant in the context of the "minimum A press run" environment because if you only need to hold the button, you can keep it held down from a previous button press, resulting in a reduction in the number, but if it's the first press in the run you need to press the button, adding another button press.

it's "half" because it can be rounded up or down, just like 2.5 can be rounded to 2 or 3 correctly.

But in order to get to the hold button state you have to press it in the first place. That's still a full press.

It's a half press because it counts differently towards total A presses depending on the type of run. If you're going through the whole game, the fact that you only need to press A to get into the stage and then just not let go afterwards means you don't have to press A at all for the stage, just for the hub world. Thus, the stage does not add an A press to the run. If you're just running the stage, you need to press A once in the actual stage. Thus, there is an A press. So it's a button press that only adds to the counter if you're running the stage in isolation.
I find it's best to just completely ignore the fact that you're only using what happens when you hold the button. It's not really relevant as to why it should be considered less than a full press, imo.
