I get 128 Kb/s through using a prepaid smartphone to tether, 2 GB of high-speed (admittedly 24 Mb/s during high-speed which is better than a lot of landline connections here in the US) and then an immediate crunch down to dial-up speeds. It's been getting less and less frequent though, so it seems they're getting some better Indians to man their servers.
