Data caps are complete bullshit. There's not a finite amount of internet that has to be preserved, but there's a bandwidth limit that's determined by the shitty infrastructure that these companies are using. The cheaper solution to saturation is to impose arbitrary limits on how much data one can consume in a given time period. What they were supposed to do was take some money from the feds and upgrade their hardware, but they took the federal funding and shoved it up their asses. As a result, people are forced to put up with third-world internet with a maximum usage indicator that says "we're too jewish to treat our customers with respect" to anyone who knows a thing about anything.
And no, data caps don't make any sense for mobile networks either.
I'm in the USA and my ISP doesn't have data caps.

There was only ever one time I ran into a data cap and that was years ago. At the time I was trying to download all the files from a hosting site to recover all the files lost on my computer due to a terrible crash. I think it was at 200-250GB at the time. Got a call from ISP because I didn't know of any datacap.
I have my own self datacap because I always hit the recommended space available for a working computer. Then I've got to transfer that data to a drive or cd to make more room on the computer and it just becomes an endless cycle. I think I've played only a small fraction of what I download and only save the rest in case they should happen to disappear from the internet or not to go through the hassle of a russian website.

I use Embarq, and I don't have data caps either. I am stuck at 3.0mbps, and a shitty network that suffers from exhaust and outrages occasionally, but at least there's no bandwidth cap.

All they'd have to do is make up some lame excuse like looking out for national security by only allowing "approved" policeable networks, and shutting down private networks with a range greater than "x" meters diameter.
