The no-name artists working on that series are under the collective codename "Cliff Cosmic." The new colorist, who previously worked for the Big Two, is under the codename "Matteo Mystic." They probably prefer to hide their true identities for obvious reasons.

The guy on the cover is Captain Europa and he's one of the villains, or at very least an antagonistic character. Hard to say when the first volumes aren't out.
