Change it so it would take place in California after a major meteor strike took out part of LA and caused phenomena and radiation to pop up around the surrounding area. The Isolation Zone erected by the US military was keep everything under wraps and safe but have instructions to clear out those illegally living in there. While some are behind this idea, a majority just think the natural danger and human nature will take care of those foolish enough to stay, so they just man checkpoints and outposts.

The fractions would the aforementioned Military, Survivalists who are all there for their own reasons though a major subset of whom believe the Zone is the only place to live freely, Frontier Scientists who want to be the first to research what's up with the meteor that lies at the hear of the Zone, Mercenary's, and The Kangs who are the combined force of preexisting gang members.

Enemy's would include well anyone you made an enemy of over the course of the game, Enlightened who try to keep "Non-believers" away from central LA, with horrific monsters that are just mutated SJWs.

Firearms would be tiered by three: Californian Which are the weakest and would comply with all but the mag restrictions in California, Imported which would be regular guns though civilian models, and Military which would be what you'd normally get in games. All would have a good feel Loud, bright muzzle flash, loose performance over use and perform worse when fired rapidly. Also model if there were rounds left in a magazine and in the chamber and have a good degree of customization. Have some uniques thrown around and hand wave any unusual choices of having been from a raided gun collectors stash.

And three difficulty levels done properly. Harder difficulty's will make ammo more scarce, enemy's will have more tactics and maybe larger numbers, and most importantly how ammo is handled. Ammo is just a simple pool on easy Which would also do away with some of the gun feel and up health all around and needs to be put in mags for normal and hard. And hard would simulate needing food, water, sleep, and first aid will only heal so much and will need to rest to be fully healed.

Make sure there's no major bugs and there's detail and feeling to everything, then market it to Codkiddies reeling over Infinity and laugh when they buy it then STALKER fans buy once they hear it's just STALKER in the USA.

Maybe I could have just done a quick summery of what I wanted, and I might have put too much though into a sequel that will never happen for a game series I've never played but fuck it, my autism needs to flair up once in a while or whats the point.

Frankly you could do this as an FPS without the STALKER and it'd be fine. Maybe channel some SWAT4 for coop. Setting can be fairly generic for all it matters.

Here's what you do OP.
get frostbite 2 engine. Timeskip 10 years to when the zone of alienation is a few hundred miles wide. Have an option to either drive around the wilderness or use a fallout 1 style map with minor time acceleration that transitions seamlessly from your pda to character. you have points of interest dotted throughout the map, close enough together that a stalker innawoods can travel to them but it makes getting a working vehicle a luxury. Don't try to do too much, however, as blowouts still occur while you're driving and you can't always find a cave or abandoned shack to hide in.

get a dynamic diplomacy system similar to, say, TES 3. Make climbing the ladder of the factions more and more difficult, the final steps almost impossible.

add in more guns than the evidence lockers at a south LAPD station, more voice acting and some system that allows you to navigate anomalies (perhaps as a random encounter you have to navigate anomaly fields on the road, IDK) with your vehicle.

and let's not forget to include female stalkers, Stalkers of Color, Transgenders , the disabled and the obese :^)
