I'm here. It's entirely possible Harward doesn't want to be "the guy" who has to go head to head with intel agencies. As a career officer he's likely worked inter agency a bunch of times and is not on the same level of hatred as the enlisted men. To boot he's a SEAL which while it doesn't always mean he's a good goy, the SEALs seem to drink the kool-aid more than any other JSOC group, not to mention they don't do as good a job of hostage rescue as the Delta Force guys. To give an example SEAL Team Six is incredibly great at HAHO parachute jumping which means they can get into area undetected, but once they get there they fuck it up sometimes. There was one incident where a SEAL threw a fucking grenade into a building where hostages were being kept. He was kicked off the team but the fact that someone in a Tier 1 unit could do something like that shows you the quality divide between Delta and Team Six's shooters and leadership. Waterborne shooting and vessel-boarding/hostage rescue they're the best, but in the mountains they aren't as good.

Delta has a selection process based an evaluating a prospective member's ability to deal with tough physical and mental problems, and has concrete standards for how good you have to be at Land-Nav, PT, ruck marching, marksmanship, etc. The Ranger Recon Company uses similar methods, as do the normal SEAL Teams and Green Berets. By comparison, SEAL Team Six has a hallway where pictures of prospective members are hung up, and SEALs add pictures or take them away. Their counter-terror training serves as selection if they're chosen because some can't hack it, but as the grenade incident shows it clearly isn't the best system for choose elite counter-terror operatives.

Long story short Navy Officers are more of a boys clubs for promotion and success whereas at least in SOC units in the Army it's more of meritocracy. (Still a boys club, but just less so than the Navy) This means Harward could very likely know about the entire shitshow ahead of him if he takes the job, he just might not want to be in it. We'll see if his sense of duty to serve the President is more or less than his desire to not deal with the Deep State's bullshit. There's another meeting set up between the administration and him from what I've read online so we'll see if Trump can woo him into staying.

JSOC enlisted men hate the CIA. Their officers aren't necessarily in the same camp, especially high up officers who are the running for positions like Flynn's. Military loyalty is important to the equation, but we will have to do most of the heavy lifting ourselves. If the JSOC guys do get spurred into action they'll be doing their own thing, they won't be training us anything. You're still 100% responsibly for your own physical safety and wellbeing, but there are other actors on both sides of the fight, powerful ones, and it's foolish to just discount their discontent with our enemies.

From what I've read, SEAL Team Six aka DEVGRU's selection process is less well published than Delta Force's but IIRC it is called Green Team or something.
