You treat your host as an equal and expect to be treated the same. Something has to give with things like greetings or dining etiquette, but you go as a representative of your society, and you are expected to act like it. If there is a law about being forced to wear something that goes against your culture, then diplomatic immunity is expected to be used. In this case, it would be expected that they dress modestly in their home nation's fashion.
