As a last ditch effort to destroy us, how do we know that, should they finally be defeated, they don't have the means to have nukes sent out to destroy the world, to take them down with us?
Basically, if they can't control us, they may very well commit their own final solution and burn the world down so that we can't have what we want either.

Nukes aren't selective that way. There are plenty of doctors, engineers, etc in rural, effectively un-nukable areas (especially given the very small arsenal we are discussing). If your scenario is the goal, then a bioweapon would be far more effective. That said, the US and Russia could easily wipe a small country like Israel off the map using nukes, given they each have over 1000 ready to go.
People in non-urban areas are often exactly the kind of people that know their shit, while cities i.e. nuke targets are full of useless consuming population. And even if every knowledge person magically dies, there are still books around to teach everyone else.
