Postponed so they can milk the tv series longer.
With the TV series, they can add more story for less money, and since a show lasts a season, not several weeks in theatres, they can get more money off merchandise. Adding to that, they can satisfy more plot from the books so book autists don't cry about missing content from the films AND can add their own original shit, like new dragons to sell as toys.

Alternating between TV and film is a great idea for franchises, but falls flat with live action as you can't get the same production value.
Animation, however, is a great way to do this model with.

I think the idea is to make it look like it's illustrated by the kid narrating.

Actually, this perfectly describes it.
The art style is hipster-tier without being tumblr-tier.

It lives in a weird prequel town where even though it has its own overarching plot, it moves at a snails pace in favor of either setting something up for HTTYD2 or a dragon of the week adventure.

It's one of those spinoffs where it builds off of the movies but never the other way around

The timeframe is up to months before the start of HTTYD2, so it's probably gotta actually start resolving the Dragon Eye arc within the next season.

Like that big reveal was seasons ago and nothing explicit has come up of it.

And am I the only one massively disappointed that the evil leviathan just looked like the good dragon alpha? I expected an actual friggin badass water dragon, considering it was underwater all the time and its anatomy doesn't fit to being underwater at all.
