Sheriffs are usually for the rural areas and police departments for the urban, but as populations have moved and expanded, the lines got blurred.

Here have a better explanation. Sheriffs are elected for each county and their jurisdiction is the entire county. However, municipal police, i.e. PD, have jurisdiction over all incorporated land within city limits. There are exceptions and some overlap, for instance state pd or highway patrol are the only police you will see on most highways regardless of where they are. It does get a bit convoluted. The main distinction is that, like that user said, Sheriffs are elected, police chiefs are appointed. Therefor, in theory, a sheriff is beholden to the people of the county and will carry out his duty according to their interests. You rarely see a sheriff step out of line to side with the people, especially if the calls for him to do so are just and in good faith.

One example where, in theory, you should see a sheriff being beholden to the people is that a sheriff has the right and duty to let the feds to fuck off if they are overstepping their bounds and charging citizens with crimes against unconstitutional laws.
