Initially it was about a man's search for meaning in the existential ennui of post bubble Japan. Now it is just shonenshit and if you wanted to you could find a five minute AMV of all the action scenes.

Same as any other story, an exploration of characters and themes. Saitama is setup as your standard OP hero, but the story explores how bored with that he is since he's never had a challenge, and how he deals with it. There's also a cast of side characters that are great.

At least season 1 is.
