The cost overruns from unlimited appeals by ACLU and others are budget killers. He's just pinching pennies in his own libtarded way. Privatization of the prisons could cut costs by eliminating more public service pensioners and hiring more private contractors to do PennDot jobs.

When you have millions (or tens/hundreds of thousands in any one State) of people imprisoned for a variety of offenses, many of which are not death-penalty-related, chipping away at it twenty or thirty or even a hundred per year isn't even a dent.
