Current Rider did use a hammer for a while at least. But the closest thing to Chapulin in Kamen Rider is Den-O. He can't fight, he's a total whimp, incredibly accident prone, and very timid. But he manages to still be a hero thanks to his…. well kinda friends. More like time demons he's stuck with for most of the series taking over his body and doing the heroing for him. He does get braver and more willing to be a hero later on even if he doesn't get stronger as a fighter.
