I believe that the internet and robots ("drones" for now) will pull the rug out from under the city meme for good in the not so far future. Why do millions of people flock together in one place? The interesting thing i watched an episode of the german tv magazine alpha centauri with professor lesch, a well respected phyicist. Germany was still largely ethnically homogeneous in the 1930's. Even though our economic situation isn't as dire we still have our work cut out for us as we have large swaths of the population who contribute nothing and serve only to drag us down. Reducing or outright eliminating welfare would be a sensible first step.

Eliminating welfare would just put a lot of angry, stupid people in the street and drive up crime when they can no longer get their gibs.

You would first need to mark and monitor all of the welfare recipients who are a risk for criminal behavior (or have records) and be able to move immediately to collect and eliminate them once you start going.

The larger risk, and something I was thinking of yesterday, is that any systematic removal or collation of a group of people is extremely difficult to do in secret owing to the prevalence of personal A/V recording devices. This isn't the 40s where you could round up a thousand people overnight and people three blocks over don't hear about it. You'd have to exercise Turkey-like control over your telecom infrastructure, but even then that shit doesn't work too well. (Remember how easy it was to watch videos of the coup attempt back in July?)
