If you wanted this official government report back then you would've had to order it directly from the government - for a price and pay to have it shipped, eventually. Or if you were lucky your local library might have a single copy a few weeks/months after it was released. You sure as fuck weren't going to see it published in total in any newspaper, anywhere.

Then once you got your hands on it there was basically no avenue for the average user to disseminate their analysis of the document. Meanwhile you would have the establishment media only offering their cherry picked version of what the report actually contained.

Since they couldn't straight up say it's fake (it's the Clinton campaigns actual word after all) they went to the next step which was to cook up the Russian hacker meme.
