the story is that he didn't go past security. He landed from a flight inbound from somewhere, got off the plane, claimed his bag with the gun in it, and went to the bathroom to load it. There are bathrooms and stores on both sides of security. I don't know anything about firearms and ammo regulation in regards to flying, but remember that this story is actually coming from law enforcement.
If they're lying, it's as simple as looking up the flight regs.
The problem with their story is that anyone could easily bring a gun into baggage claim. You could go to your airport now and walk in with a gun. He was already past the gate.
The way I understand it is the law was at one time something along the lines of:
1. Weapon can be transported unloaded in a locked, hard case.
2. Ammunition can be transported in a separate locked case.
3. These items then go into the baggage hold, not the cabin.
Once you arrive at destination nothing can really stop you from picking up your baggage at the claim and then do whatever it is you think you need to do.

I drove by an entrance to the airport at around 9:30pm, and it was still closed off. I passed by a petrol station and it was filled with cars, there were people just standing around with their suitcases. The restaurant I went to had a cop on duty at the valet parking.
