Mexico wasn't that awful in the 19th century, under Porfirio Díaz. It was never really good, but you could go to mexico without worrying about begin killed by corrupt cops
Mexico was grand under Emperor Maximilian but the shitskins killed him and now look at them they live in a shithole, even Juarez who had him executed knew it was wrong but the Mexican people wanted it and the United States just after winning the civil war wanted it too.

We could try to speed things around. Theres already the Zapatistas in the south who arw Mayan Nationalists. If we aided them, it would weaken the power of the mexican federal government, and break supply chains for cartels in the south, as zapatistas shoot those guys.
