I'd argue that Clinton will be closer to Bush the Obama. The US is much more in debt now than it was under Bush. War may not fix the debt, but it oils the gears of the US economy and distracts from the impending financial collapse. Plus if by some miracle a bunch of the US's creditors are wiped out then all the better.
