If any year could be said to be the "year zero" of our modern era, 1979 is it.
In the Middle East, the Iranian revolution, the Saudi Islamic uprising and the Egypt-Israel Camp David Accords led not only to the present regional power dynamic but decisively changed the relationship between oil, militant Islam and the world.

The invasion of Afghanistan by the USSR would see Saudi Arabia and the CIA push billions of dollars to Mujahideen fighters as part of Operation Cyclone, fomenting the rise of al-Qaeda and the eventual collapse of the Soviet Union.
The 1979 current of Islamification spread to Pakistan where the US embassy was burned to the ground and Pakistan Prime Minister Zulfikar Ali Bhutto was executed.
The Iranian hostage crisis would go on to fatally undermine Jimmy Carter's presidency and see the election of Ronald Reagan.

archives.gov also has a microfilm catalogue you can search and order from, but a quick search hasn't found anything to do with the moon base cable.
I also went digging to see if there were records from Congress and the Senate for 1979, but have yet to find them on the off-chance it came up in government. Had a look in the Hansard archives to see if chatter in the Commons and Lords alluded to anything more than a trip to the moon and back but nothing of note so far.

A separate entity, HBGary Federal, was managed by Aaron Barr to do similar work for government agencies and so had staff with security clearances and worked with companies such as Booz Allen Hamilton (one of the contractors Edward Snowden worked for).
In February 2011 Aaron Barr did an interview with the UK’s Finanical Times that stated he had been investigating the internet activist group Anonymous and claimed to have uncovered the real identities of some of what he described as the leaders of the organisation.
