Are political comics inherently fallacious? In other words, are they all strawmen? Can someone make a political comic that's objectively right?

Sometimes.
Most comics are biased as the author will include their own beliefs.
A few of those old newspaper illustrators who drew the weekly satirical cartoon knew how to pull it off. They'd mock both sides so that both sides would like it, and thus ensure the readership of the newspaper wouldn't be insulted, but rather compelled to keep reading that newspaper as it made fun of who they perceived as the bad guys.

This cannot be someone's sincere beliefs: even goddamn CNN was forced to admit last year that Obamacare was an apocalyptic failure making health costs worse, and they mocked Ryancare for being a second, minutely scaled back Obamacare with the tax flow being paid to a different entity.

there's an age-old concept in comedy known as "it's funny because it's true". if a work of comedy subscribes to this philosophy, then it will rarely turn away anyone, even those it is targeted against. most people are willing to laugh at themselves when it comes to things they admit to doing or believing in, as long as it doesnt go beyond pointing out the obvious into the territory of ideological criticism. for example, you rarely see Trump supporters get mad when people make fun of him for saying "bigly", because that's something they admit is true. on the other hand, saying Trump has tiny hands is not nearly as universally received since it's not objectively true, it's just mockery for the sake of mockery.

The only political cartoonists I ever liked were Walt Kelly and Ron Cobb.

Heheh, Kelly was so vicious that he used to come up with a harmless, if topically similar, gag strip they could run in case the syndicate panicked and pulled his strip, always featuring "fluffy bunnies", which became a sort of code word among Pogo fans, he always said "If you see fluffy bunnies, you know the editors of your newspaper are afraid to let you think for yourself.".

This one is pretty unbiased. He didn't draw Zimmerman with a klan hood, swastika armband, and confederate flag, and Trayvon doesn't have a halo.

Well, since they are trying harder to be funny than informative, they need to prey on the biases and simple-minded feelings of easy riled retards. They might dress up some information as factual to give their joke more punch, but at the end of the day, they are just spewing propaganda.

The funny thing is that ultimately there was no difference between Obamacare and what the GOP decided on.
But the original proposal for reform would have been a vast improvement.

For awhile I have been toying with the idea of a series of political cartoons that would simply be a neutral exploration of different political ideologies and certain issues without casting any sort of judgement on either side I was thinking I would call it Hanlon's Razor.

Think about it, the entire purpose of propaganda is getting people on your side. Dehumanization is the best way to get people to fight for you. Why spend time being a good example to show you're the better when you can just make the other choice seem bad?

The whole stem cell research thing was about using aborted fetuses as sources for stem cells. Republicans thought that was ghoulish, Democrats thought it was the current year, Jews thought it would please Moloch.
