You don't need to save the image to compute the hash, it doesn't even need to be written to disk.
You're a bit slow. Facebook make the claim that they do not retain the image, therefore if they later claim they can detect minor variations of the image, they're exposing themselves.

Facebook has the biggest database with pictures. They have trained neural networks which recognize what the image contains. Do you think it can be abused so easily? They'll probably use some AI to recognize if the picture contains nudes and then use some kind of perceptual hashing which cannot be bypassed as easily as swapping a few bytes.
