Obama has been neutral because if he shows any sign that he is against the FBI in any way, people will know there is guilt before it is proven (even though we all know the proof is stacked a mile high). He is remaining neutral too because he just assigned a Clinton insider to over see the investigation by the FBI, which means there is no stopping them from pulling the shit they did over the summer of, "oops we accidentally deleted the emails and/or lost the laptop.", etc.
