Theory tends to stimulate examination and debate by offering many causes for a current, political dilemma. Ideology on the other hand "thinks" practically, holds firm views, and seeks to justify, or rather enact through persuasion, reform or revolution without serious analytical content. Theorists like to study facts and trends and then abstract them into universal concepts while ideologues achieve the appropriate arrangement by obscuring the relationship to the real conditions of existence.

Ideology is basically the abscence of theory. Theory is basically reasoned and logical and ideology is biased, not well thought out or based on common-sense.

Ideology is false consciousness, ideas you've been socialized into that compose your worldview but are largely constructed, mostly in favor of the current order. They're either subconscious or taken as "nature", and even people who on their political philosophies are explicitly against the status quo may contain them. Theory in that context is the tool of critique of Ideology.

If we are talking actual meaning, rather then distorted contemporary 1984-style newspeak ( "That's the definitions I was taught in school" - KYS, btw) - ideology is a whole package.
For example, Marxism (as per Lenin) as an ideology comes with philosophy (methods how to use theory), the theory itself, and a set of goals theory is designed for. The DiaMat part helps to avoid formalist (idealist) mistakes while using theory, while Marx's "scientific socialism" (as opposed to utopian socialism) explains practical use Marxism - i.e. when it is useful.
