The google thing is VP8/VP9 codec made by On2 and bought by Google.

Audio is OGG Vorbis/OPUS, by Xiph developers, bought by Google I think. This is from memory so I might be wrong.

It's quite a good website. It also doesn't re-encode the video if you used a common resolution. Eg. if you upload a 1080p file that's 2GB, the file they embed in the browser for 1080p will remain at a juicy 2GB. Much better than YouTube.

Only if they launch them really close to the coast, and even then, in 3 minutes they're only going to hit coastal cities and naval bases maybe, but not major second strike assets like ICBM silos which are deep in the mainland.
