It always happened, with videos getting stuck at 303 views and such only for the full viewcount to show up 24 hours later. This is not uncommon to happen because youtube is shit.

You have to prove who you are and where you live. Your name goes on a list, when you go to vote they make you prove who you are and they check your name off the list. If your dead the county clerk does her job and takes your name off the list. That's called purging the list.

Out of a billion votes cast there have been 37 cases of voter fraud.
