Yes, that's why Republican leadership were glad to cover up Benghazi. The CIA were running guns looted from Libya to Turkey and then to ISIS, using the Benghazi consulate as cover. That email looks like it's just on discussion of allowed armament levels for the Iranian military under the nuclear deal, though.
