When you "delete" a file from your hard drive, the actual physical data isn't actually destroyed. Instead, the OS just clears the metadata from the filesystem, making it appear to be deleted and opening the space to be over-written later. The reason the OS doesn't clear the physical data from the HDD at delete time is because it would need to zero-out the file every time which would take longer than simply clearing the metadata.

Well no, once the metadata has been cleared it basically means that while the physical data is still on the HDD itself, it also means the OS no longer has to protect that physical data, so once a new file is written to the disc its no guarantee that it will not overwrite the physical data of the previously "deleted" file. After years its unlikely the data is still actually there.

If you had just recently deleted the data, as in within the last few hours, it may be possible to recover it using recovery software like Recuva

Take this picture of Ben Shapiro I have saved on my computer. Rembember Magritte's famous painting? Ceci n'est pas un image. It's a series of bits recorded somewhere on a magnetic medium. To make it easier for me to find this picture so I can post it, my operating system employs something called a file system, so that what might be Alpha-Charlie-point-oh-five-Delta on my hard drive is /home/user/Downloads/ben-shapiro.png. I may delete ben-shapiro.png because I found out that he's a jew, but all I actually did was delete that entry in the filesystem. The bits on the hard drive that represented that image are still there, even the string of metadata that said that it was a picture. However the filesystem, having deleted the entry that pointed to that space on the hard drive, doesn't know that there exists data on that space, and might use those bits for another purpose, say a brother-nathaniel.gif, or a bunch of zeros, in which case the bits that made up the previous picture were destroyed. Therefore if you want to erase all data your hard drive, you tell a certain program to write other data over it. I don't know anything about hard drives so I won't get into how you can retrieve data even having done that, but I hear it can be done so if you're up against the FBI you might as well just chop the thing up into little pieces.

ram cache completely clears at restart, but thumbnail cache depends on your os. On debian it's ~/.cache/thumbnails.

Don't just delete button. For a secure(unrecoverable) deletion, on debian would be something like 'scrub'/'wipe' or(my personal favorite, though I've heard mixed opinions) 'srm'. Again, other substitutes(Any secure deletion software that isn't bullshit. I think srm is for windows too anyways so that should be fine.) for if you're a windows.

oh yeah there's another 'thumbnail' cache that's for basically website screenshots. That'll be in your browser(i'll assume firefox if you don't correct me)folder or in your cache folder under 'Mozilla'. I'm getting more info for windows rn.

You only really need to write zeros on your disk once, but due to caching in the hard drive's firmware and a remnant magnetic field around the platter that gives away data that was there before, you can't be entirely sure that it worked. That's why occupations dealing with confidential information have their hard drives physically shredded as a rule as opposed to as a tinfoil precaution.
