I don't think there are any. Marvel and DC's writers prefer to make conservative/small-government type characters into villains.

I guess big government thing. Though they try to help people. So I guess it could be big government? I don't know I remember seeing a video on Superman and this one comic book writer they interviewed said Superman is kind of a fascist. He explained that even though Superman was trying to bring progressive values in the 40's he did it through force which made him a fascist. For the record the comic book writer was a progressive I think and those were his words not mine.

Maybe they could do something like that with Anarky? I know there was a storyline in either the 80's or 90's where Anarky tried to make the world an anarchist utopia and talked to Darkseid about it only to realize he would bring doom upon mankind and anarchy shouldn't be forced upon a society that wasn't ready for it or something.

The idea of Anarchy is stupid anyway. We humanity always set to have structure even when we still clubbing bitches in the head to make babies.

Imagine a world of anarchy where people are free to do anything, with no moral limitation. After several months it will disintegrate completely. Our demand for the basic three, food, clothing and housing, especially the food part will undo everything (unless you're okay with cannibalism).

A true anarchy is when humanity went feral completely. No language structure, fuck everyone, eat when you're hungry (even if it means cannibalism), went naked because no one make clothing, not even childcare. Hell, even animals never fall into anarchy.

The idea of Anarchy was born AFTER structured organized govt already established for milleniums. Even then it's not even a pure anarchy, it's just a bunch of people wanted to wreak a little havoc and they still expect to go home with running electricity and water and warm food on the table.

Yes, yes it is. They still need a leader, a group to manage the spending, another group to grow/hunt/steal food, group to defend the village and many more. You can let them do their own shit but sooner or later they will settle to their most comfortable role.

There's a manga with that kind of theme called 7 Seeds. It started when an astronomer found a meteor heading for earth and nothing can stop it. So every country did the 7 Seeds program. They formed groups consisted of 7 people for each group, chosen from the best of the best. They were put into cryogenic sleep and buried deep under the earth along with all kind of crop seeds so they can plant them later. These groups woke up a thousand years later to a completely different earth. Not all survived the cryogenic sleep, some people went mad and the nature pretty much trying to kill them.
