I don't think you understand what memes really are. They are by definition self-sustaining. Things like your image are not memes. Sounds like too much effort, for stuff like this, you need to have a lot of "expensive" equipment to look like you have at least a decade in the business. To answer your question, there are good news and bad news.

Good News: You don't have to spend money (at least any quantity above "pocket change"). I live in Texas (my IP is in Georgia now), and setting up a company is less than 50 dollars… I can't remember if I paid 26 dollars, OR if I paid 26 dollars PLUS another fee of ~20 dollars.

Bad News: You need a network… it's not expensive or hard, but it takes patience in that you won't see your 50 dollars back for some time. I can give you a brief run down of MY timeline so you can have an idea… as explaining all the important stuff would take forever:
