This is one issue. The pipeline will go under the Missouri river which would, if breached, leak oil into the entire Mississippi and Missouri rivers. if it was even a small leak you would see an oil slick down in New Orleans.
I suspect its probably also tar sands oil, which is far worse for water contamination since part of it sinks and coats the actual bed of the water body and there's no real means to clean it

The river up here is basically a giant reservour thanks to the dams downstream, and an oil spill here would actually go upriver and contaminate the sole water supple of those on the reservation.
