Well, we can't simply separate this statistic from the world it originates. First and foremost, the issue of rapid conception lies within the education of the people. People aren't simply born predisposed to want a certain number of offspring, regardless of race or what have you. Their desires are conditioned by their environments, so if the environment does not foster reasoning on the subject in the person, it is a fault of the surroundings - not the person.

To put it simply, if people had equal access to an education (more specifically on reproduction and child rearing) then we wouldn't have the issue you posit of an ever-stupider human race.

But we already have equal access to education, especially reproduction. Some people are simply born more stupid, and the natural survival strategy embeded in them is to create as many offspring as possible to maximise chance of surviving ones.
Usually in the natural world it balances out, because there is not enough resources for all of them, and only the stronger ones survive, but when a government keeps them alive artificially they can keep pumping out more and more.

Inner city schools are under immense pressure to pass as many of those monkeys as they can, even if they never even show up to school, because otherwise it would be racist and their funding would be cut.
