The general view as to why the German army didn't do a full force assault on Dunkirk is because they were worried about a counteroffensive breaking their lines. Previous to dunkirk there were two allied condensed tank offenses, one by the French and one by the English, both of which failed. They however worked to scare the German generals into slowing their assault and securing their lines. Furthermore It was expected that the Luftwaffe would have air control and take out any ships coming to rescue. The Germans forgot they were at war with the largest navy on earth and the allies got out. Of course there was also the matter of all the left behind war material but that is after the fact.
