This is based on a very shortsighted notion of power, something to be had by a subject who stands outside of it. You can count as power anything that is capable of producing effects, a certain subject itself being an effect of power. So there's no power vacuum, which is why classical anarchism is so naive. Some of contemporary anarchism has overcome that though (Tiqqun/Invisible Comittee).
