I don't know why people think that's a common thing in Canada, because it's really not. I've seen it in stores before but mostly in small quantities especially when compared to milk in a carton. I think it's the same idea as condensed or evaporated milk, which is meant for baking and the likes. But yeah nobody I've ever known drinks bagged milk
