Also, it was a foregone conclusion anyways, Title II was the only route to network neutrality. As the court ruled, you can't apply what are basically Title II regulations to something not classified as a Title II service.
It was more "you have political backing, go ahead and do it." Not anything like Obama decreeing from his executive throne to make it so.
