You seem to have misinterpreted the image. They're laughing at him for not understanding that other people use the same public IP as him and do things that end up getting them banned.
An IP address is pretty useless for fucking with someone. You can get a vague location out of it that's very rarely reliable and you can DDOS them to slow down their network. That's about it.
