you have the gist of it, but you still have some things wrong,t here is private business, there still are, what the goverment did was nationalize some of the most important industries(alluminium, electricity, water, gas, the biggest carrier of the country etc) they also made sure to make it progressively higher to invest in venezuela, making shitter labor laws, risk of nationalization, difficulty exchanging currency to something you could use to buy whatever materials you may need etc.

also, our economy wasn't completely(mostly yes) by oil before, but they made sure to destroy the businesses that still had exports, I think one of the very few still alive is cacao. We imported some of the stuff we consumed, but now we import a lot more than before, but this is not by accident, they increased imports and decreased exports, and it was on purpose. In simple terms, if you get dollars from the government, you obtain free money as (one of) the exchange rates severely overvalues our currency, so what they did was make a business offshore. see, people buying dollars don't see the dollars directly, let's make some sort of sketch [business inside the country] —-bolivares —→[government](if aproved)——dollars—→[(((supplier)))] —-material-→[business]

see, they set up a supplier, they'd buy material because they didn't do shit, and then they'd overcharge the government, as if I was selling 1$ baseball bats for 50$ a pop, this terrible system means the more the government buys the more the [supplier(the government)] gains, so to buy more you have to make sure the country produces less.

also, venezuela is one of the 3 countries on the world which has a second letter in their bill serials, the other two being zimbabwe and usa. not even the euro has a second letter. a serial determines how many bills you can print, adding elements to it means you were running out of them, and you had to add more to be able to print new bills. if you have a letter and 8 number on the serial that means you can print 2.6 billions of bills, if you add a letter it is 2.6 billions x 26, hence high inflation.

you have your info mixed up, there were scheduled blackouts in the whole country(sans the capital) for 4 hours a day, not the other way around. Also, they ended, not because the government did the necessary investments into the power grid, but because it started raining(we have one of the biggest dams of the world) so we will have electricity until another drought "hits by surprise" or however they'll spin it. there are still blackouts from time to time, but it is not the same 2 times a month for 2 hours than everyday for 4 hours, although this is, of course, zone dependent. water is a different story, it is even more dependent on location, some locations might be water less for weeks or some even for months now, others might see problems from time to time, some places(like where i live) will be water less on the night and sometimes in the morning, but I'd say most of the country has water access most of the time(although a part of it might have unclean water). At least in my house we have a filter that filters all of the water coming into the house, and then another tinier filter specifically for drinking water
